In Switzerland, communities are encouraged to define and to report on local Agenda 21. This paper presents an analysis framework to help local communities set sustainable development priorities and to follow through with appropriate actions. Four Swiss communities, from the French-speaking part of Switzerland, actively follow the project: Lausanne (114 304 citizens), Vevey (15 364 citizens), Mannens-Grandsivaz (505 citizens) and Essertines/Yverdon (666 citizens). The analysis framework developed is constituted of four interdependent fields: the societal characteristics, the individual or collective behaviours, the end objectives or sustainability impacts and the inhabitant's perception of these three fields. The link between society and behaviour can be studied through sociological analyses. The link between behaviour and environmental impact can be established thanks to Life Cycle analysis and Input/Output analyses. At each level, sustainable development indicators can be defined. As an application of the framework, the citizen energy consumption has been studied and expressed in energy slaves (= 3150 MJ/Year). A Swiss citizen needs altogether 69 slaves, 20 for his private consumption of goods and services, 19 for housing, 11 for transport, I1 for food and 8 for his consumption of public goods. If one fifth of the inhabitants of Lausanne, wanting to live closer to nature, actually moved out of town, the region would need 10 436 more slaves for 3500 persons happily living in the countryside.  相似文献

为科学、合理地设置省域建筑业安全生产目标,运用目标设置理论,基于参照系法,考虑省域间建筑业技术水平差异,通过耦合动态聚类和双层前沿DEA方法构建建筑业省域安全生产目标设置模型,并结合2018年相关数据开展实证研究。结果表明:运用该模型计算得到的我国整体建筑业安全生产死亡人数控制目标为541人,较2018年实际死亡人数减少约36%,其中江苏、广东、四川降幅最显著,分别为50,50,27人;促进目标实现的政策优化路径因省而异,优先改善管理(H型)和侧重提高技术(L型)的省域数量比为15∶11;空间上不同类型的省域具有明显的集聚特征,H型省域集中分布于西部及东北地区,L型省域则多位于中部地区,国家可据此制定差异化的区域建筑业安全生产管理战略。  相似文献

在中国经济和媒体环境发生巨大变革的情况下,外部压力对上市公司环境信息披露的影响研究面临新的社会背景。基于传播学议程设置理论、关注理论与信号传递理论,本文以2016年沪深A股八大重污染行业的315家上市公司为研究对象,研究了媒体报道与政府监管对上市公司环境信息披露水平的影响。其中,媒体类型既考虑了传统纸媒,也考虑了以新浪微博为代表的网络新媒体,政府监管方面采用2014年调整后的PITI指数对监管力度进行评价。研究发现,媒体报道数量越大,上市公司环境信息披露的内容越丰富,但并不能提高其信息披露质量;上市公司环境信息披露质量主要受媒体报道倾向性的影响,而媒体报道的数量对其影响较弱;地方政府对企业环境信息公开的监管力度对企业环境信息披露的影响并不显著。此外,随着地方政府监管力度的加大,媒体对企业的关注度下降,导致政府监管在媒体监督企业环境信息过程中具有一定的削弱作用。研究表明,随着近年来生态环境保护法制化进程的大力推进,环境制度约束相对舆论监督,在企业信息披露过程中发挥着越来越重要的作用。  相似文献

采用计算机数值模拟软件FDS+Evac,对房间开门形式对人员疏散的影响进行分析。建立疏散模型,房间人员密度设置3种情况,着重研究了7种开门形式条件下人员疏散过程。研究表明,房间开门总宽度一定时,只设置一道门,疏散效率最高。当房间需要满足设置两道门时,门应尽量设置在房间的两对边墙上,这样疏散效率较高。两道门设置在房间相邻边墙上时最不利于人员疏散。研究结果为房间开门的设计提供了参考依据。  相似文献

通过可控的人群疏散实验来分析紧急情况下的人群疏散规律。实验选取了建筑物出口位置、出口宽度设置作为实验变量开展。主要关注的参数有疏散时间和疏散速度。疏散人群在实验中自行选择认为最合适的路线。实验结果指出,在紧急情况下出口的距离和宽度共同影响了疏散的整体效率和疏散过程中的拥挤程度。女性的疏散行为值得关注,并且行人在疏散过程中,是分阶段决策疏散路径的,在仿真模型中可通过局部路径规划算法实现。疏散场景的布局对疏散效率的提高有较大影响,单纯增加局部出口的宽度以及缩短疏散路径对于提高整体疏散效率帮助不大。本研究成果对疏散模型的改进以及建筑设计有一定的指导意义。  相似文献

In recent years, protracted crises and fragile post‐conflict settings have challenged the co‐existence, and even the linear continuum, of relief and development aid. Forced migration has tested humanitarian and development paradigms where sudden‐onset emergencies, violence and displacement arise alongside ongoing development work. Drawing on Médecins Sans Frontières interventions in the region from December 2010 to May 2011, this paper examines aid and healthcare responses to displacement in Côte d'Ivoire and Liberia; it focuses on challenges to the maintenance of preparedness for such foreseeable emergencies and to adaptation in response to changing situations of displacement and insecurity. This ‘backsliding’ from development to emergency remains a substantial challenge to aid; yet, in exactly such cases, it also presents the opportunity to ensure access to medical care that is much more urgently needed in times of crisis, including the suspension of user fees for medical care.  相似文献

火力发电建设项目氢气、液氨(氨气)、燃油等系统存在氢、氨、柴油等危险化学品,一旦发生雷击或静电打火,可引发火灾爆炸。针对部分建设项目法兰跨接设置不当,给项目安全运行带来隐患的情况,结合火力发电建设项目实际,对雷电和静电的危害及法兰的存在对雷电和静电危害造成的影响进行了分析,并根据相关标准对建设项目法兰跨接常见问题进行了探讨。金属管道系统是雷电电流泄放及静电释放的通道,减小管道系统电阻可以降低雷击或静电打火风险,金属管道法兰跨接是防雷防静电的有效措施,相关单位应严格按照标准要求对法兰设置跨接,确保管道系统的电流导通性,防止雷电和静电引发火灾爆炸事故。  相似文献

Despite framing being a powerful mechanism in policy agenda setting, the planning and policy science literature does not yet devote much attention to the analysis of interactional framing processes in policy change processes. We analyse the framing processes that preceded tipping points in the mobilization of policy attention in a Dutch peri-urban region that over time managed to position the development of landscape values on the agendas of local and regional governments, despite various institutional barriers and blockages. After identifying tipping points in the agenda-setting process, and shifts in frames and coalitions, the paper discusses why these shifts occurred. Two framing mechanisms are identified: (1) framing issues, relationships, and interaction processes in conjunction with one another and (2) resemiotizing original frames to establish a fit to the self-referential frames of targeted supporters within and outside government. The conclusion is that a research focus on human interactions at the grassroots level and on the processes of meaning construction over time reveals detailed insights about why and how structural change and transitions come about. The paper concludes with some lessons for policy-makers and planners with regard to developing a more adaptive attitude to emerging initiatives in civil society.  相似文献

为了从根本上减少炼化过程工艺参数的滋扰报警数量,提出一种工艺报警管理方法,包含管理和技术两个层面。在管理层面,明确报警管理职责与分工,报警参数、报警优先级及报警值的设置原则,以及在报警处置、报警考核等方面的要求;在技术层面,以报警的评估与优化技术为手段,从工艺和仪表方面减少报警数量,提升报警性能。现场应用效果表明,提出的报警管理方法可大幅减少炼化过程的无效报警数量,从而降低装置运行风险。  相似文献

Data on the location and extent of protected areas, ecosystems, and species’ distributions are essential for determining gaps in biodiversity protection and identifying future conservation priorities. However, these data sets always come with errors in the maps and associated metadata. Errors are often overlooked in conservation studies, despite their potential negative effects on the reported extent of protection of species and ecosystems. We used 3 case studies to illustrate the implications of 3 sources of errors in reporting progress toward conservation objectives: protected areas with unknown boundaries that are replaced by buffered centroids, propagation of multiple errors in spatial data, and incomplete protected‐area data sets. As of 2010, the frequency of protected areas with unknown boundaries in the World Database on Protected Areas (WDPA) caused the estimated extent of protection of 37.1% of the terrestrial Neotropical mammals to be overestimated by an average 402.8% and of 62.6% of species to be underestimated by an average 10.9%. Estimated level of protection of the world's coral reefs was 25% higher when using recent finer‐resolution data on coral reefs as opposed to globally available coarse‐resolution data. Accounting for additional data sets not yet incorporated into WDPA contributed up to 6.7% of additional protection to marine ecosystems in the Philippines. We suggest ways for data providers to reduce the errors in spatial and ancillary data and ways for data users to mitigate the effects of these errors on biodiversity assessments.
